HRF Demands Inquiry Commission into Allegations Against Krishnalanka Circle Inspector Nagaraju

The Human Rights Forum (HRF) demands that a Commission of Inquiry be constituted immediately to inquire into the allegations against Nagaraju, Circle-Inspector of Krishnalanka Police Station in NTR Commissionerate, and other personnel of the Krishnalanka Police Station. Nagaraju and his subordinates have been variously accused of kidnapping and subsequently killing a youngster in their custody and driving a Dalit man to suicide with their relentless harassment. We strongly believe that the departmental inquiry amounts to nothing but a mere eyewash. While Nagaraju is booked for murder, we demand that he be booked under relevant sections of the SC/ST (Prevention of Atrocities) Act as well along with other relevant sections of Bhartiya Nyaya Sanhita (BNS).

Nagaraju and his subordinates are accused of kidnapping a youngster, Gade Sai Krishna, aged 24 years, from Markapuram, torturing him in the police station for 2 weeks leading to his death, and disposing of the body. Similarly, Nagaraju and his subordinates are accused of constantly harassing Perupogu Kranthi Kumar, belonging to Madiga caste, and driving him to suicide. Kranthi Kumar recorded his dying confession on his phone.

A native of Krishnalanka in Vijayawada and the only son of a single-mother, Gade Sai Krishna was accused in a couple of cases under the jurisdiction of Krishnalanka Police Station. However, recently, he moved to Markapuram in Markapuram district to eke out a livelihood. It is accused by his family that on the night of May 9th a few police personnel from Krishnalanka police station picked him up from Markapuram, brought him to the policestation, and tortured him for at least 2 weeks under the supervision of Nagaraju. When Sai Krishna’s mother went to the Krishnalanka police station to enquire about her son’s whereabouts, she was humiliated by an arrogant Nagaraju threatening her that he would kill her son and there is nothing she can do about it. Nagaraju provided no information whatsoever to Sai Krishna’s family. It was only after 3 weeks they realized that Sai Krishna was not to be seen in the police station and it raised their suspicions which weren’t answered by the Krishnalanka police. Following this, his mother filed a Habeas Corpus Writ with the vacation bench of the Andhra Pradesh High Court. The Advocate General of the state of Andhra Pradesh informed the court on June 4, 2026, that he would get necessary instructions and the court directed the police to produce him before them on June 15. However, the police informed the court on June 15 that they are still searching for him. It is to be noted that the police haven’t told the court that they haven’t picked Sai Krishna from Markapuram. Following this, Nagaraju was initially attached to Vacancy Reserve (VR) and later placed under suspension and a departmental inquiry was instituted against him. He was booked under murder charge on June 18. All this while Sai Krishna is still missing and his family alleging the worst.

A video started circulating on June 18, the day on which Nagaraju was placed suspension, in which a Perupogu Kranthi Kumar, a 42-year-old from Madiga caste, from Krishnalanka in Vijayawada, was seen consuming blue-coloured granules, while accusing Nagaraju of constantly harassing him. He said in the video that he was taking this drastic step because of being unable to bear harassment with casteist undertones in the hands of Nagaraju. The postmortem report of Kranthi Kumar also identified ‘100 ml of blue coloured granules substance with pungent odour’ in his stomach.

A 2-member team of HRF met with family members of Kranthi Kumar on June 19 and enquired about the incident. According to the information we gathered from his family and others, Kranthi Kumar was a cab driver by profession and had a suspect sheet against him at the Krishnalanka police station. He was involved in a couple of cases because of which a Rowdy Sheet was opened against him which was closed later. Subsequent to that, a Suspect Sheet was opened against him. However, Kranthi Kumar, too, started mending his ways off late.

From the information we gathered, it appears that Nagaraju is in a habit of using people with cases to do his bidding and be the muscle for his nefarious activities. Any refusal to be so or continue to be so would invite constant harassment in the form of regular police visits to their homes, demanding their presence at the Krishnalanka police station, and abuse. It appears that such constant harassment was what led Kranthi Kumar to end his life on May 21. Kranthi Kumar’s father, Perupogu Venkateswara Rao Madiga, is the president of Andhra Pradesh Madiga Reservation Porata Samithi (APMRPS).

Nagaraju, who is now known to be responsible for the death of one person at least and kidnapping and missing of one more person at least, was placed under suspension on June 18, and a departmental inquiry was initiated. However, that is absolutely insufficient. The full extent of Nagaraju’s illegalities is yet to be known. So is the role of his subordinates in the Krishnalanka police station. Only a Commission under the Commission of Inquiry Act can get to the bottom of the matter and do justice to the families.

We demand that a Commission of Inquiry be instituted immediately, and the Nagaraju along with other responsible personnel be booked under relevant sections of the SC/ST (Prevention of Atrocities) Act along with other relevant sections of Bhartiya Nyaya Sanhita (BNS).
