Sub: Chikkadpally police insisting on prior permission to hold meetings in Sundarayya Vignana Kendram, Baghlingampally.

Dear Sir,

You are aware that the Human Rights Forum (HRF) is a non-funded citizens’ body, established with the objective of safeguarding and protecting the constitutionally guaranteed and internationally recognized rights of the people.

Every year in October, HRF conducts a day-long seminar in the memory of late K. Balagopal, the well-known human rights activist.

When we went to the Sundarayya Vignana Kendram in Baghlingampally to book the hall, the person in charge of the auditorium informed us that prior permission of the Chikkadpally police is mandatory for booking. The management informed us about a letter that was issued to the Sundarayya Trust in Sundarayya Vignana Kendram by the Station House Officer of Chikkadpally police station not to allow booking for the seminar halls without prior permission from Chikkadpally police authorities.

This is truly shocking. You are aware that the Chief Minister had recently stated on the floor of the Assembly that the government would strive to strengthen democratic norms with emphasis on due respect to the freedoms of citizens. The letter to the Sundarayya Trust by the Chikkadpally police violates this assurance. It undermines the right to free expression and speech that are fundamental guarantees in our Constitution.

We urge you to examine the controversial ‘order’ of the Chikkadpally police and see to it that it is withdrawn .We shall also be writing to the Chief Minister on this matter.
