Subject: Request for district wide review of school infrastructure and basic facilities before reopening of schools in June.

We, the Human Rights Forum (HRF), Nalgonda, respectfully submit this representation in the context of the forthcoming academic year beginning in June and recent reports regarding inadequate educational facilities and student safety. The Hon’ble Supreme Court has repeatedly held that adequate school infrastructure – including separate and functional toilets, safe drinking water, classrooms, and other amenities – is an essential component of the fundamental right to education and the right to life with dignity under Article 21 of the Constitution.

In this background, HRF humbly requests you to kindly order a comprehensive review of the existing facilities in all educational institutions across Nalgonda District – especially government and aided schools, hostels and residential schools – so that no child is compelled to study in undignified or unsafe conditions. This may include verification of: (a) availability and timely distribution of uniforms, textbooks and notebooks; (b) functional, hygienic and gender segregated toilets with water and cleanliness; (c) safe drinking water facilities; (d) basic infrastructure such as classrooms, lighting, seating and ramps; and (e) mid day meal, hygiene and school surroundings.

We also request that special attention be paid to private schools in al the district with regard to transparency in fee structure and compliance with infrastructure norms. Many middle class and lower middle class families are spending a major portion of their income on private school fees, often due to a perception that government schools lack facilities or quality teaching. In such a situation, well equipped government schools with committed teachers can and should become institutions of choice, offering education with dignity and values, and providing a humane and inclusive alternative to the growing corporate style commercialization of education.

HRF respectfully submits that every school must be a centre of inclusion and innovation, where children from all backgrounds learn together in an atmosphere of safety, dignity and equal opportunity. Children are not only the future assets of the nation, they are citizens of today, entitled to the full enjoyment of their fundamental rights here and now. Ensuring basic facilities, fair fee practices and a child friendly environment is therefore not a matter of charity but a constitutional and human rights obligation. In this spirit, we request you to kindly:

  • Issue instructions to the District Education Officer and other concerned authorities to conduct a time bound inspection of schools before reopening, with written checklists on infrastructure and basic facilities.
  • Direct that deficiencies, particularly with respect to toilets, drinking water, uniforms, books and classrooms, be rectified on priority and that a compliance report be submitted to your office.
  • Ensure that private schools comply with infrastructure norms and maintain reasonable, transparent fee structures, and that violations are dealt with as per law.
  • Place a consolidated review of the district situation before the appropriate district level education and child rights committees, with a view to evolving long term measures for strengthening government schools as centres of quality, inclusive and value based education.

We request you to kindly treat this matter as urgent in view of the impending commencement of the academic year in June, and to inform Human Rights Forum, Nalgonda, of the action taken and the steps proposed to secure children’s right to education with dignity in the district.
